A symbolic link (symlink) is a shortcut that points to another file or folder. cPanel's File Manager cannot create one, but you can make it with a command.

With Terminal in cPanel

Open Advanced › Terminal (or connect over SSH) and run:

ln -s /home/USERNAME/target-folder /home/USERNAME/public_html/link-name

Without Terminal: a one-time cron job

  1. Log in to cPanel (for example at https://yourdomain.com:2083, or from the Ucartz client area).
  2. Open Advanced › Cron Jobs and add a job that runs every 15 minutes (the shortest interval allowed on shared hosting) with the ln -s command above.
  3. After it has run, check in File Manager that the link exists, then delete the cron job.

Note: Use full paths. For security, the web server only follows symlinks that belong to the same user as the target, so links to other accounts' files do not work.
