WHY UCARTZ

Built for Teams Serving China, Backed by Real Engineers.

Most people who order a Hong Kong server here are shipping something for users in China: an app back end, a light website, a monitoring probe. You run it yourself at the self-managed price, and our engineers stay within reach for the parts that are new to you.

Your stack, your way

Deploy the way your team already works, with administrator rights from the first login and nothing forced on you.

Quick answers when you are stuck

A DNS record that won't resolve from the mainland, or a firewall rule for your API port: small questions like these are, in most cases, answered at no extra charge.

Specialists for the big pieces

Preparing the server side of a mainland ICP filing, or tuning a busy API? Book an engineer as an add-on for a single job, by the hour or for a month. Close it when the work is done and keep running the server yourself, with no lock-in.

Hong Kong today, other regions later

Your Ucartz account works in every location we serve. Add a server in Seoul, Tokyo or Mumbai later and it lands on the same bill, with no new contract. See all locations.

WHERE ARE THE SERVERS

Hosted in Hong Kong, Next to Mainland China.

Hong Kong sits right beside mainland China but outside the mainland's ICP system, so you can put a website live for visitors in China without an ICP filing. A Hong Kong server is not inside mainland China, so it is not the right choice if your data must stay in the mainland.

  • No ICP filing in Hong Kong

ICP filing applies to servers in the Chinese mainland. A domain that points to a server outside the mainland, such as our Hong Kong servers, does not need one. You can launch as soon as your server is ready.

  • Routing matters for mainland visitors

Hong Kong hosting serves visitors in mainland China well without an ICP filing, but how fast your pages load for them depends on the network route between Hong Kong and their carrier. Traffic crossing into China is often congested: a 2020 study published on the APNIC Blog found 79% of 400 inbound connections into China ran below 1 Mbps. Any latency number we quoted without measuring it would be a guess, so we give none. Ask our engineers what route your plan uses.

  • Ports sized for real use

These plans come with an unmetered 10 or 20 Mbps port. That is plenty for APIs, light websites, monitoring and background jobs. It is not the right choice for video streaming or large file downloads, and we would rather tell you that now.

  • Two privacy laws to know

Hong Kong has its own privacy law, the PDPO, and mainland China has the PIPL. If you store personal information of people in the mainland on a Hong Kong server, that data has left the mainland. See the section below for what that means.

HOSTING RULES FOR CHINA

ICP and Privacy Law, in Plain Language.

ICP Website Permits (Bei'An & Licences): ICP rules apply to servers inside mainland China. An ICP filing (Bei'An) covers non-commercial informational sites, while a commercial ICP licence is required for sites selling goods or services. Mobile apps also require dedicated filing since September 2023.

Hong Kong vs. Mainland ICP Rules: Domains pointing to our Hong Kong dedicated servers require no ICP filing, so your website or app can go live as soon as the server is delivered. Public websites on mainland servers require an ICP filing or commercial licence through a local Chinese entity (such as a WFOE, joint venture, or representative office; commercial licences require local company ownership or a majority Chinese-owned JV).

Personal Data, PIPL & PDPO Rules: China's Personal Information Protection Law (PIPL, in force since Nov 2021) applies extraterritorially to processing personal data of people in China (Article 3). Storing mainland user data on a Hong Kong server counts as an outbound transfer (Article 38), requiring valid transfer mechanisms (such as Greater Bay Area Standard Contracts) and separate consent under Article 39. Critical infrastructure operators and high-volume handlers must store personal data inside China (Article 40). Hong Kong's Personal Data (Privacy) Ordinance (PDPO) also applies to data held locally. Data strictly required to remain in mainland China must use our mainland servers.

Treat this summary as background rather than legal advice; confirm your specific obligations with a qualified adviser. Once clear, our engineers can configure the server, logging, and backup locations accordingly.

China Hosting Checklist

  • Hong Kong server for a public website: no ICP filing needed
  • Mainland server for a public website: plan your ICP filing or licence first
  • Know where personal information of people in the mainland is stored
  • If it leaves the mainland, check the PIPL transfer route and separate consent
  • Decide where backups are stored
  • Ask a qualified adviser about your own obligations

USE CASES

What People Run on a Hong Kong Server.

Pick a Hong Kong server when your users are in China or around it and you want to go live without an ICP filing. Below are the jobs they do well, plus one they are not built for.

Websites for visitors in China, no ICP filing

Serve a light website to visitors in mainland China and Hong Kong from a server that needs no ICP filing. If mainland load times matter, ask our engineers about the route first.

APIs and app back ends

Run the API or back end your app talks to from Hong Kong, right beside the mainland.

Monitoring and testing

Check how your website, app or service behaves from Hong Kong, and run uptime or content checks from a Hong Kong IP address.

Data that must stay in the mainland

A Hong Kong server is outside the mainland. If your data has to stay inside mainland China, these servers are not the right fit.

Not a fit: heavy traffic

With 10 and 20 Mbps ports, these servers are not the right choice for video streaming, game downloads or large file delivery. Talk to an engineer and we will suggest a better option.

GOT QUESTIONS?

Frequently Asked Questions

Quick answers about the plans, support and billing.

Plans run from $160 to $462 a month across 6 configurations, billed monthly with no setup fee. Each plan in the table above lists its CPU, RAM, storage, bandwidth, IPs and locations.

Every plan on this page is in Hong Kong, China. The location is fixed once the server is delivered.

Bandwidth costs more in Asia than in Europe or North America, so plans here come with a smaller traffic allowance or a slower port, or cost more for the same hardware. Check the bandwidth on each plan; if you need more traffic, ask us for a quote.

Not on our Hong Kong servers. ICP filing applies to servers in the Chinese mainland, and a domain that points to a server outside the mainland does not need one. A public website on a mainland server does need one: an ICP filing for a non commercial site, or a commercial ICP licence for a site that sells goods or services, and internet providers in China must block an unlicensed site after a grace period. Organisations outside the mainland need a mainland entity, such as a WFOE, joint venture or representative office, to file, and a commercial licence needs a local company or a joint venture with under 50% foreign ownership. The filing itself is yours to arrange; we help with the server side of it. None of this is legal advice.

Yes. Every Hong Kong plan includes unmetered traffic, so you are not billed per gigabyte. No usage fee is charged, though the port speed still sets the limit. Four plans have a 20 Mbps port, which moves at most about 6.5 TB in a 30 day month if it runs at full speed around the clock. Two plans have a 10 Mbps port, about 3.2 TB. These ports suit APIs, light websites and background jobs, not video streaming or large downloads.

CN2 (AS4809) is China Telecom's next generation backbone, the successor to its ChinaNet network, and CN2 GIA is its SLA backed internet access product. These plans are not sold as CN2 or CN2 GIA products. Load times for mainland visitors come down to the route between Hong Kong and each visitor's carrier. We only quote figures we have measured, so ask our engineers which route your plan takes.

Dedicated servers are delivered within 2 to 46 business hours of payment, depending on the location and server type. Business hours are our billing office's working hours in India (IST), excluding public holidays.

No. Dedicated servers are not covered by the 30-day money-back guarantee, because the hardware is set up for you. The conditions are in section 8 of our Terms and Conditions, so ask us before you order if you are unsure which plan fits.

No. The location is fixed when you order. To use another location, order a new server there, move your data and cancel the old one (Appendix B.8 of our terms).

Each plan in the table lists its usable IPv4 addresses. IPs are final once the server is delivered (Appendix B.7 of our terms). Extra subnets from /29 to /24 can be ordered separately, each with its own gateway.

No. These plans don't include a DDoS mitigation service. If you need one, ask us before you order and we will tell you which locations can offer it.

Yes. Port 25 is open and dedicated servers have no fixed sending limit. Spam, unsolicited mail and other mail abuse are prohibited under sections 3 and 7 of our Acceptable Use Policy.

Where the data centre offers it, IPMI or KVM console access is usually available free on request. On Supermicro servers the BMC licence for HTML5 virtual media is activated, so you can mount an ISO from your browser.

No. You are responsible for backups on a dedicated server (section 5 of our terms). Our engineers can set up a backup routine for you as on-demand work.

Yes. Every self-managed China dedicated server includes Free Basic Managed Support: complimentary, best-effort help from our support team with quick tasks of about 5 minutes, such as boot and access checks, OS reinstalls, IP and DNS pointing and first-level troubleshooting. You keep full root access and control.

Yes. Hire a Ucartz engineer only when you need one, from $8 per 15 minutes or $28 per hour, or on a monthly plan. There is no long-term contract, and you can stop the extra support as soon as the work is done.

Yes. Our team deploys private LLMs, n8n workflow automation and custom build systems on your own server, then hands everything over with documentation.
