Yes. wget and curl are available in Terminal (Advanced › Terminal) and over SSH on our cPanel hosting, for example to download a release file into your account:
cd ~/public_html wget https://wordpress.org/latest.zip
Note: Use them to download files you need for your website. Using the account for general file storage or backups is not allowed on shared hosting (see our Acceptable Use Policy).
