Yes. Server Side Includes (SSI) are enabled for files with the .shtml extension. For example, to include a shared footer:
<!--#include virtual="/footer.html" -->
To use SSI in .html files too, add this to .htaccess:
Options +Includes AddType text/html .html AddOutputFilter INCLUDES .html
Note: Parsing every .html file for SSI makes pages slightly slower. For larger sites, a PHP include or a static site generator is usually better.
