Ubuntu 16.04 is end of life, and pgAdmin no longer needs a Python virtual environment. The desktop version of pgAdmin 4 (9.x) installs from the pgAdmin repository on Ubuntu 24.04 and Debian 12 desktops.
Add the pgAdmin repository

On AlmaLinux/Rocky: dnf install https://ftp.postgresql.org/pub/pgadmin/pgadmin4/yum/pgadmin4-redhat-repo-2-1.noarch.rpm, then use dnf in the steps below.
Install the desktop version
apt install pgadmin4-desktop
Start pgAdmin 4 from the applications menu. On first start it asks you to set a master password, which protects the saved server passwords.
Connect to a database on your server
Right-click Servers › Register › Server. For a remote server, use an SSH tunnel so PostgreSQL does not need to be open to the internet: on the SSH Tunnel tab, enter your server, SSH user and key; on Connection, use host 127.0.0.1 and port 5432.
Tip: On Windows and macOS, download the installer from the pgAdmin website instead.
